[Tagging] Feature Proposal - Voting - amenity=parcel_locker

Voting has started for amenity=parcel_locker.

Previous vote for amenity=parcel_machine was rejected.

This proposal was reworked from previous version using 
amenity=parcel_machine to amenity=parcel_locker. Majority of votes 
opposing previous proposal said that they were against the word 
"machine" specifically and preferred to call these "locker" or 
"lockers".
