[Tagging] How to tag lanes with different payment methods

... and what do we do in Italy with those toll stations where some lanes
are reversibile - they get assigned their directions depending on expected
traffic needs? We also have many cases where the number of open lanes
changes according to expected traffic volume.
This is a frequent feature here, but, admittedly, only for manual-payment
lanes.
