[Tagging] Feature proposal - Approved - Inlets

Dear all,

The vote on the inlets proposal is now over. It was approved by 20 yes, 1
no and 3 abstains.
It follows a previous proposal about outlet=* key, proposed to map ends of
many kind of ducts.
Post-vote cleanup and wiki improvements will be done shortly.

Useful comments has been made during the voting phase. Despite voters
didn't urge to rework the proposed tagging, comments will be kept to
complete documentation or to build further refinements.
Examples remains to be found and will be added along mapping.

The two proposals about inlet=* and outlet=* provide a first attempt to
document significant places for liquids (including water) management.
As every first attempt, experience will certainly provide us opportunities
to refine this tagging later.
