With the exception of double-sided ha-has, there are retaining walls,
that is barrier=retaining_wall, not barrier=wall. Besides, the
retaining wall alone isn't a ha-ha, only the combination of a
retaining wall and a slope (or two slopes and a wall).

That's a valid point. It could be solved by combining the two (or
three in the case of a double-sided ha-ha) parallel ways with a
relation (for example a barrier=ha-ha multipolygon).
If you still prefer one single OSM element, i would prefer
barrier=haha over barrier=ditch + ditch=ha-ha (because, as you wrote,
a ha-ha isn't a genuine ditch) or barrier=retaining_wall +
retaining_wall=haha (because the retaining wall alone isn't the
ha-ha).
