As with other addr:* keys, it would make sense for editors to only show 
addr:parentstreet by default in regions where this information is 
commonly part of the address.

Incidentally, in Vietnam, many addresses are *supposed* to contain 
routing information. For example, a house numbered 123A along [1] would 
have a written street address like this:

   Số 123A hẻm 36/45/32/49/13 Bùi Tư Toàn
   P. An Lạc, Q. Bình Tân
   Tp. Hồ Chí Minh

To get to this house, you go to Bùi Tư Toàn street, then turn onto alley 
36, then alley 45, then alley 32, then alley 49, then finally alley 13.

Rather than attempt to dissect the address into structured tags, the 
local convention would use just these standard tags:

   addr:housenumber=123A
   addr:street=Hẻm 36/45/32/49/13 Bùi Tư Toàn
   addr:subdistrict=Phường An Lạc
   addr:district=Quận Bình Tân
   addr:city=Thành phố Hồ Chí Minh

Unfortunately, addr:parentstreet is inadequate for Vietnamese addresses, 
but it's OK if other countries find it useful. There probably are use 
cases where a data consumer may need to parse a Vietnamese addr:street, 
but the local convention makes it much more likely that non-Vietnamese 
data consumers will do a decent job of assembling a full address.
