[Tagging] Replace of diplomatic=consulate_general by diplomatic=consulate with consulate=consulate_general

Migrating 
diplomatic=consulate_general
to
diplomatic=consulate with consulate=consulate_general

as part of following 
https://wiki.openstreetmap.org/wiki/Proposed_features/office%3Ddiplomatic
makes sens to me and I support it, also when done as an automatic edit

I also support marking diplomatic=consulate_general as deprecated/obsolete
