I like this one.  Mostly follows the KISS principal.

It also permits stepwise refinement.  You learn (somehow) that a cycleway
has been added to a particular road but don't have details of how it has
been
implemented.  Use cycleway=lane and hope that one day somebody will
further clarify it.

It also breaks the least amount of things.  No forced mass re-tagging
and changes to data consumers.  Everything that currently works
continues to work, albeit not necessarily showing all the detail it
could until a s/w upgrade.
