I would very much like to have such a tag and it would solve some of
the headaches I perceive when tagging these kind of things ("ok, there
is a tree but most of it is grass, apart from those few bushes in the
corner... oh well, I'll skip mapping that at all" ;). I don't
necessarily see it as exclusive, i.e., we could have both (however, I'd
rather see a combined and independent landcover=bushes/scrubs tag
some day).

I pretty much gave up hope for completely logical and consistent keys
so yes, I could live with that too but as you said the defining feature
is the land use: some patches of plants that are not suitable as parking
space for some reason ;)
