This is an excellent observation - I see the landuse= hierarchy as covering
things like "residential", "commercial", "industrial", etc.  The tags
landuse=flowerbed and landuse=grass are a poor fit when compared to the
rest of that key.

What is really being asked for here is tagging to micro-map small
landscaping features.  Perhaps there is an opportunity here to create a new
top-level key for this purpose.

I would call this key "landscaping" and it would take the form
landscaping=type_of_landscaping.

The exact list of values would need some development and thought, and I'm
not sure what overlaps might exist in existing tagging, but you might
imagine values that look something like:

landscaping=shrubbery (for the current example)
landscaping=flowerbed (deprecates landuse=flowerbed)
landscaping=grass (for lawns, deprecates landuse=grass)
landscaping=ornamental_grass (for beds of ornamental grasses)
landscaping=mixed_plants (multiple types of plants in combination, bushes
and flowers, etc)
landscaping=desert (desert-style landscaping, rocks, cacti, etc)
