Has anything substantially changed since last time that it was discussed?

landcover proposal was drafted in 2010 and discussed multiple times, never went through a vote.
https://wiki.openstreetmap.org/wiki/Proposed_features/landcover

It was discussed many, many, many times with long discussions repeating exactly
the same things.

over 81% of landcover=trees are in Paraguay (where some organized mapping activity
centered around landcover=trees happened)
130,923 out of 161,696 total uses
10145 uses of landcover=trees in Paraguay are on nodes

https://overpass-turbo.eu/s/Luv landcover=trees nodes in Paraguay

In contrast, natural=wood is used widely, over 6 million times in all areas of the globe.

landuse=forest is also used widely for that purpose, with over 4 million uses.
