A similarly big change (though not strictly a tagging change only) was 
the abandoning of old style multipolygons (tags on outer ring applying 
to the relation).

All of these are cases where there was a clear and objectively very good 
reason to abandon the old tagging that was addressed by the new tagging 
in substance and in a broadly convincing form.
