[Tagging] Feature Proposal - RFC - Own dishes at takeaway restaurants

Hi everyone!

I created a simple proposal today to introduce the `takeaway:own_dishes` 
tag that specifies whether a takeaway restaurant accepts bringing own 
dishes to reduce waste:
