[Tagging] Draft proposal for historic cemetery

Mapping historic features is sometimes confusing for me. I am not an 
expert on that subject. I have been encouraged to prepare this proposal 
because the use of "historic=cemetery" does not seem too complicated.

It is also a challenge and a way of learning. Historic cemeteries are 
often points of tourist interest. In my city (Málaga), they are. I 
imagine that in the rest of the world it will be similar. Preparing this 
proposal will also allow me to learn something new.
