In some cases. Whether that is true of most cases, I don't know.
In this particular case, the archaeological report states
"Castell Henllys comprises a water filled ditch or moat" and
"The flooded moat contains a fairly dense growth of deciduous
trees and shrubs throughout its length." I think if it was
now wetland they'd have said so, but maybe not.
As with everything else, if a later ground survey shows it
to be wetland, it can be changed.
