It should be the same VAT id, because this services normaly work on
commission basis. But in Germany the main of postal services are VAT
exempt.

No, because the operate on behalf and commission basis

Normaly yes. But I don't know exact conditions of contracts... I suspect
this can vary from contract to contract / from provider to provider, but
in normaly the shop-owner can decide for himself.

I'm not lawyer... Normally there is freedom of contract in Germany - but
e.g. for sending parcels to a shop the owner of the shop have no
influence. So I would say normaly yes.
