[Tagging] meaning of sloped_curb=at_grade kerb=at_grade

I have no idea what users of that tags wanted to indicate.

You may run https://overpass-turbo.eu/s/13xL and 
locate objects tagged this way, locate changeset where this tag was added
and use changeset discussion to ask what was intended meaning of the tag

Sometimes it works, sometimes not.
