Yes.
1. You have codes instead of words for key=values.
1a. Words push users to probably incorrect assumptions (as it is
impossible to describe well in one-two words).
1b. When using codes a user is forced to look up in the dictionary
what that code means and that description is no longer restricted in
length.
1c. This eradicates pointless discussion if A or B is a better word
to describe feature class C.
1d. This minimises (maybe even eradicates) the need to change the
values in the database.
1e. One can use views in order to convert codes to what we have
currently if there is a need.
2. Have main classes defined and then add subclasses when/if they
are required. For example we have landuse=residential, somebody can
then (if required) add subclasses for religious, school areas etc.
3. Think about and define topology rules from the very beginning!
