[Tagging] Feature Proposal - RFC - Evaporation Basin (Vote starting soon)

Hello folks,

I've gotten very little feedback from the current RFC for evaporation
basins[1].  So, either this is because I've written a good proposal that
accurately captures the group consensus, or you are all tired of hearing
from me about the tagging of water features :)

In the absence of any additional feedback, I intend to move forward with a
vote on this proposal in a few days.
