Governance is good, but ownership may kill the creative process that
brought OSM to its current state. You can consider it a total mess, I
see only a few points to be solved and this is relatively small
compared to the whole model.
There is so much that can be represented in OSM that it is not
possible in competing systems with an "owner". Nobody has complete
knowledge of the world, the OSM data model evolves from the exchange
of experiences between local communities, and experimentation has
always been desirable [1] to help advance the data model.
