[Tagging] Feature Proposal - RFC - boundary=forestry(_compartment) relations (Was "Feature Proposal - RFC - boundary=forest(_compartment) relations")

I like this. It clears a lot of mess and makes things more simple at the 
same time. I would certainly like to see this proposal sent for vote.
