The post-parner is the shop who handels the services in behalf of a
postal service provider...  So I don't understand what you want to
know. I think you mean here the postal service providers. So I answer
your questions under this meaning :D

Unfortunately, I cannot answer that.

More or less. Not with national range - but in regional areas. Normally
the smaller postal service providers cooperate with others to deliver
nationwide. E.g the Citipost GmbH operates in full lower saxony and the
north of northrhine north rhine-westphalia. [1]

No, I pay for a service of an postal service provider. In some areas
regional postal service provider work with Deusche Post like I told in
the answer before.
