[Tagging] Evaporation ponds vs Salt ponds

I believe thesalt ponds / salterns / salt works /salt pans are quite
specialized and merit their own tag:
- They are located next to the natural coastline or natural salt lakes
- They are often traditional or artisanal means of salt production, rather
than industrial features
- They are extracting natural salt from seawater, and are quite similar to
natural features in many places, e.g. "Some salt evaporation ponds are only
slightly modified from their natural version, such as the ponds on Great
Inagua in the Bahamas, or the ponds in Jasiira, a few kilometres south of
Mogadishu, where seawater is trapped and left to evaporate in the sun."

- They are much more common than industrial evaporation ponds, anywhere
that salt was traditionally produced from seawater.

Since landuse=salt_pond is well established, let's keep that as a specific
feature, and not confuse it with evaporation basins.
