In fact. But then, Key:expressway says "expressway=yes can also refer
to a dual-carriageway (divided) road with high-speed design and grade
separations, but which does have frequent access to adjacent
properties". This is the case for many Brazilian dual carriageways.
However, legally, they are usually foot=yes + bicycle=yes, which means
that they are not restricted even though they are not designed for
these modes. I'm not sure if they imply such restrictions in the US
because there's motorroad=* with a similar implication. Wikipedia
suggests that the equivalent highway type in Spain is also not
restricted. [1] So the question is whether we should adopt it or if
there's a risk that doing so will break pedestrian and bicycle routing
in the future.

In Brazil, parking on any kind of highway (federal, state or municipal
routes, excluding urban streets) for extended periods is forbidden,
but one can stop briefly for personal reasons or to handle an
emergency.
