These ways are named because they are public roads (places in
Brazilian terminology) that give direct access to the properties
adjacent to them. From this point of view, they are somewhat similar
to frontage roads. In practice, they are more like segregated trails
from the main road that also function as links.

This happens in many places, like here for example:
