[Tagging] lanes:psv, lanes:bus - reserved or available?

Lets say that oneway road has three lanes, 2 available to all vehicle
(including buses) and 1 only for buses.

How lane count would be tagged?

lanes=3
lanes:psv=1

?

Asking as it seem that https://wiki.openstreetmap.org/wiki/Key:lanes#Description
"consider to tag the number of lanes for PSV" can be clarified to
"consider to tag the number of lanes reserved for PSV" - but I kept getting confused
by lane tagging so I want to check to be sure.
