[Tagging] Use of highway=track vs highway=service cemeteries, parks, allotment gardens, golf courses, and recreation areas

highway=track is considered as OK for allotments in Poland due to 
(1) treating allotments as specific form of agriculture 
(2) fact that such roads fulfill similar role in road network
(not recommended for cars, good for foot/bicycle traffic if not private, likely to have
various problems obstructing cars, outside primary road network)

Though highway=service would also fit for that

Parks, cemeteries, recreation grounds are rather having highway=service if road is carrying cars
(or highway=footway =pedestrian =path if traffic is primarily pedestrian)
