[Tagging] Use of highway=track vs highway=service cemeteries, parks, allotment gardens, golf courses, and recreation areas

I'd say that "service" is a broader tag type than "track". I use "track"
for paths used primarily by agricultural vehicles, and paths used primarily
by forestry vehicles. Everything else (if not classified, residential or
unclassified) is service. I map in Croatia and around it.
