It doesn't.  Those are types of cemetery while cemetery=grave is a
plot within a cemetery.  With parking we have amenity=parking
and amenity=parking_space but that doesn't really work with
cemetery as the key.

I'm not sure what a good fix for this is.  Neither grave=yes
nor cemetery:grave=yes appeal to me.  Maybe we should
let the dead rest in peace.
