These services are not reserved to "more or less state operated" post
offices. Several are offered by a range of private companies on a global
scale, e.g. money transfer by https://www.westernunion.com/ or
https://www.moneygram.com/ which allow sending to a partner shop.
Additionally, you've mobile payment apps, be it https://www.paypal.com/
or national solutions like dozens alone within India.

Similar for identity validation, e.g. in Germany we have also DPD Shop
Ident https://www.dpd.com/de/de/pickup-paketshops/paketshop-werden/ and
also banks are allowed to confirm the ID.
