these steps can be perfectly driven on, or you can drive at the border. I have seen cars parked on real steps, not these flat steps you see in tqhe picture, in rural areas there are very few legal restrictions (signs) and thqqe locals drive everywhere where it is physically possible. In some places, where tourists are more common, these areas will be pedestrian areas, but there are a lot of hinterland places where everything is possible and signs are very rare.
I agree that the first example from the other thread was a footway, due to the narrow width.
