we go around in circles because the discussion is so long
that not everyone reads everything.

in some places, there are clearly 2 entities in the same building,
so it makes sense to tag 2 departments (in the same way that we tag 2
doors or 2 companies in the same building).

I propose to completely remove the question 1 node or 2 nodes
from the discussion, to be able to move forward on the tag describing
the level/kind/type of service (the possible replacement of
post_office:type).
it would be nice to have the same subtag for all "postal service"
objects, no matter if locally it is considered as an annex post office
like in France or a service of a shop-not-a-post-office in germany.
