[Tagging] Bridge highway=motorway classification

They are essentially never raised except for testing, and several of them
have been unable to open since Hurricane Sandy in 2012. To my knowledge the
last time the Triborough Bridge was opened for marine traffic was when the
Willis Ave Bridge was replaced in 2010:
