[Tagging] Highway=rest_area on bicycle or foot routes ?

Updating my previous response because I missed the example earlier.  I
wouldn't call this a rest area, or a picnic site.  I concur that the
individual amenities should be tagged because it's not quite a place you
can properly take a break.
