[Tagging] is explicit segregated tag needed on all ways allowing cyclists and pedestrians?

I haven't looked at the data but the highway=footway might be due to
the bikelane on the street? (The bicycle=designated should still be
added to the path due to that sign but this is easily missed because
there is no such sign at the beginning of the path and the parallel
bike lane might be thought of implying that the path is for
pedestrians only).
