[Tagging] Route names: [Was: Use of the name=* on features internal to named areas]

That is the reason why I decided to change my tagging on hiking routes in
Nederland. My thinking now is:
1. Route naming should be better
2. The reasons for mentioning stuff in the "name" are understandable and
show that there is something missing in other tags.
3. For that to change a tagging scheme plus instruction, plus adequate
rendering, and an incentive should be established. Finding your route in
the regular search facility is an incentive.
4. Installed base is large, it is a lot of work, and it is about valuable
information. So the old way needs to be supported for a while.

This calls for a road map:
a. Establishing better tagging and documentation/instruction, including
<This> goes <There> and difficult cases.
b. Getting commitment from major (dis)players and informing others
c. Setting a target date so everyone knows when it gets effect and has time
to do or prepare his or her thing with code or data
d. Give it the GO.

I know this is not how OSM usually works, but why not give it a try?
