Definitely no, that would be quite ridiculous.

Just edit the wiki.

In general proposal process is really necessary only when you try to redefine an existing
tag (what would typically result in a rejected proposal anyway and noone would be
obligated to follow new definition anyway).

Proposals can be useful to establish that there is a support for some new tags or deprecations
and to request additional review of proposed tagging and to promote a tag
(at risk of a failed vote and at cost of spending plenty of time).
