[Tagging] RFC 2 - addr:interval

If a numberstring contains special characters, quote the number.

123(12) without a hyphen cannot be an interval.
'123(12)' makes explicit that it is not an interval but a single housenumber

12-20 (2) would be a range
'12-20 (2)' would be a (rare) single number.
