[Tagging] Statistics on approved proposals

As a follow up, looking at rejected proposals, there were 23 over 2019-21.
(interestingly enough, there were only 112 in total going all the way back
to 2007)

Only 9 votes were rejected by more No votes than yes, while the other 14
had more Yes (except for one that was equal), but just didn't make the
required 74%.

I'm not sure just what that proves, but there you are anyway! :-)
