[Tagging] Grouping buildings together using relations

This started  from the question how to represent a library in different
buildings.
I think both libraries and universities could be represented with site
relations, and they are indeed:
name=university and  type=site in RelationAnalyzer

name=library and relation type=site in Relation Analyzer
<http://ra.osmsurround.org/searchRelation?name=library&relationType=site&route=&ref=&network=&operator=>
(note that not all results are universities or libraries, as the site
relation is also used to tie together bus stop platforms)
