[Tagging] Feature Proposal - RFC - Tag:shop=rice for rice shops

Sure, you could just free tag it, but there is benefit to the community in
gaining feedback and documenting community consensus.  Vetting is a good
thing.  I applaud OP for putting this forth as a formal proposal and making
a good idea stronger.
