[Tagging] Sewage, tailings, and evaporators

Thanks Kevin, great feedback.  Based on this, I'm thinking that what would
scratch the itch on tailings is to simply add a new "water=tailings" for
these features.  And, sewage is already covered by water=wastewater which
has already attracted 35,000 usages.
