well, according to the proposal about this tag,
it's for temporary status, it is not a replacement for a life cycle tag.
a fire hydrant that is not operational for 6 months because there is
work on the pipeline 1km away, it is still a fire hydrant for the common
contributors, and the hydrant itself is not broken or abandoned when it
is temporarily not operational

the interest of the operational_status tag was discussed in the fire
hydrant proposal.
Generally speaking, I find that the depreciation of a tag is in an
absurd situation: on the one hand a proposal is easily rejected if it
provides for the depreciation of a tag, on the other hand some
contributors depreciate a tag before any discussion.
the wiki loses value with this kind of behavior. we should discuss
*before* a change of status, not after.
