[Tagging] Sewage, tailings, and evaporators

Hi - yes, I agree with this.  This is common for large rivers, e.g. the
Mississippi River has a long series of these with locks for navigation.

What I meant was something more along the lines of "only bodies of water
should be tagged as reservoirs, not bodies of other substances."
