[Tagging] Evaporation ponds

I like basin=evaporation - it certainly seems to fit in with
basin=retention/detention/infiltration, as long as we clarify that
landuse=salt_pond is already the "de facto" tag for sea salt evaporation
ponds (aka salt pans, salterns), since these have a rather different
function.
