Vienna has been putting them up regularly in recent years, so they are
more standardized. Here is an example:

Well, blue_plague would be a good fit in general - if it wouldn't be so
unfitting ;) I haven't studied the history of that tag but I'd welcome
an alternative that is not so country-specific.
How about the following?
memorial=plague
plague=dedication (unused yet)
