[Tagging] "Caution" on military pages

I changed this text to 
"Significant private objects such as building outlines or swimming pools can be always mapped."
to match actual practice.

I can see and do map building outlines and swimming pools (and other mappable objects) which are not necessarily visible from a public place (unless you include Low Earth Orbit).  Do we really want to (apparently?) "change the rules" like this?  I'm not a mapper of home toilets and rubbish bins on private property, but building outlines and swimming pools, well, sometimes, yes.  I didn't do anything wrong by doing so.
