Wikimedia Commons community can be in general trusted in interpreting legal issues.

What sometimes may be irritting when due to ridiculous laws something
turns out to be copyrighted.

But see for example
https://commons.wikimedia.org/wiki/Commons:Freedom_of_panorama
for a typical level of effort.

In this case below image following info is shown
"This image shows a flag, a coat of arms, a seal or some other official insignia. 
The use of such symbols is restricted in many countries. These restrictions are
independent of the copyright status."

I am not a lawyer, but I would bet that use as here may pass via some 
educational exception or similar (even if USA juridistriction would apply).

Also, for what it is worth this image is shown at 
https://en.wikipedia.org/wiki/White_House_Communications_Agency
and https://en.wikipedia.org/wiki/United_States_Space_Force
and all similar pages are showing it.

So I would expect it to be fine.
