I also found the lack of context confusing. It seems to be a reference 
to the discussions at [1][2], which incidentally explains why Mateusz 
chose to start an RFC. (Normally, a change to an unprotected template 
wouldn't require a formal RFC, though discussion is indeed preferable to 
a unilateral change when it comes to such a widespread template.)
