[Tagging] Documenting my solution to a messy situation

I have had a challenge recently with naming some local streets, where “official” sources conflict with one another and a ground survey revealed a mess.  I have reached a conclusion that I am happy with, but I am concerned that another mapper may revert my changes, based on the “official” sources, or they may make a partial ground survey and come to a different solution.
I know that I can add a “note=*” tag to each of the 5 streets concerned, but it’s not easy to explain my thinking briefly enough.
I have documented my research, survey and conclusions in a one-page document (partly to clear my own head).  Can I put that page somewhere in the Wiki and link to it from each street?  If I can, where / how do I do that, please?
