[Tagging] Numbered streets (1st Street vs First, etc)

The name is the same. The difference is in the spelling / orthography.
Nobody would expect 1st Street and First Street to be distinct (in a
specific location). So as far as that goes, it shouldn't really matter
that much one way or the other. 

The "official" orthography can go in "official_name" and the
on-the-ground name can go in "name".
